٢. و في حالة تعذر صدور ذلك التفويض ، لاي سبب من الاسباب ، مثل تعذر اجراء انتخابات ، فان الذي تكون بيده السلطة ، هو الذي يتحدث ويحكم ك ” امر واقع ” – De Facto ، مثل الوضع الحالي في السودان ، علي ان يلتزم بتسليم السلطة ، الي الجهة التي ” تتوافق ” عليها القوي المدنية السياسية .

٣. واذا لم تتوافق القوي السياسية ، تكون هي التي مددت عمر حكومة الامر الواقع .

ثالثا : وشرحنا اعلاه ، هو الممارسة الدولية الحسنة ، والتي تعترف بها كل الدول ، لانه اذا تنازلت حكومة الامر الواقع عن السلطة ، لاى كيان سياسيى ليس عليه توافق من جميع القوي السياسية ، فان الوضع سوف يتحول الي تنازع بين القوي السياسية المدنية ذات نفسها ، وقد يتطور ذلك التنازع الي حرب اهلية .

رابعا : وبما اننا لا نحتكر الحكمة ولا المعرفة ، فاننا نرحب بكل اجابة خلاف ما ذكرنا ، بدل مهاجمتنا ، والجماهير هي التي تحكم بين الاجابات المختلفة .
