اولا: يخلط كثيرون، عن عمد او عن جهل، بين مصطلحين حاسمين في حل الازمة السودانية، وهما “الاجماع” و “التوافق”، ويطالبون بالاجماع كشرط لتسليم السلطة، وهو مطلب مستحيل، يمدد عمر حكومة الامر الواقع ، الى ما لا نهاية.
ثانيا: فالاجماع – Unanimity:
يعني موافقة 100% من كل القوى السياسية، بلا اي تحفظ او اعتراض من اي جهة، مهما صغرت ، وهو مستحيل تحققه عمليا في العمل السياسي ، ولم يتحقق في اي دولة في العالم، وتستخدمه بعض القوى كـ “فيتو” لتعطيل اي حل، لان اعتراض جهة واحدة صغيرة يسقط الاجماع.
ثالثا: التوافق – Consensus: لا يعني موافقة الجميع بلا استثناء، بل يعني اتفاق الاغلبية العريضة من القوى الفاعلة والمؤثرة، مع سماح بوجود تحفظات او اعتراضات محدودة لا تعطل القرار. وهو الممارسة الدولية الحسنة، وهو ما اعتمده السودانيون في كل تجاربهم الناجحة: مؤتمر الخريجين، الاستقلال، ثورة اكتوبر 1964، انتفاضة ايريل 1985، وثورة ديسمبر 2018.
رابعا: ولذلك قلنا في منشورنا 6230 ، ان حكومة الامر الواقع ، ملزمة بتسلم السلطة للجهة التي “تتوافق” عليها القوى المدنية، ولم نقل “تجمع” عليها، لاننا نعلم ان الاجماع فخ قانوني وسياسي.
خامسا: التوافق له معياران موضوعيان، لا يخضعان للمزاج:
1. ان يضم القوى التي لها وزن جماهيري حقيقي على الارض.
2. وان يمثل تنوع السودان الجغرافي والسياسي، وليس لونا سياسيا واحدا.
فاذا تحقق هذان المعياران، يعتبر التوافق قد تحقق، حتى لو اعترضت عليه قلة.
سادسا: اما الاصرار على الاجماع، فهو في حقيقته دعوة لاستمرار حكومة الامر الواقع، لانها تعلم ان الاجماع لن يتحقق ابدا، وبالتالي تكون القوى التي ترفع شعار الاجماع، هي نفسها التي تمدد عمر حكومة الامر الواقع، كما شرحنا في المنشور 6230.
سابعا: الخلاصة: لا تبحثوا عن اجماع لن ياتي، ابحثوا عن توافق عريض يمثل الشعب، ويسلم السلطة لحكومة مدنية انتقالية تفضي لانتخابات، حيث ياتي التفويض الحقيقي.
