*In the Name of God, the Most Gracious, the Most Merciful*
*Publications of Dr. Ahmed Al-Mufti No. 6286 dated 25 September 2026*

*What did Sudan gain from Al-Burhan’s previous participations in the United Nations General Assembly meetings?*

First: As expected, the political elites have unsheathed their pens and voices, and blackened the pages of cyberspace, between supporters and opponents, regarding America’s refusal to grant a visa to Al-Burhan.

Second: As expected as well, we addressed the subject, but our participation was limited to Publication 6281, issued on 23 September of this month, in which we explained the law that governs America with regard to granting entry visas to attend the events of the United Nations General Assembly, and we also explained that the Secretary-General of the United Nations himself had expressed regret over America’s refusal of the visa for Al-Burhan, and at that point, the matter ended in our view.

Third: But up to this moment, the political elites have continued to exploit that refusal for their own political interest, and not for the interest of the Sudanese citizen.

Fourth: The evidence that Sudan gains no benefit from Al-Burhan’s participation in the meetings of the UN General Assembly is that he returned from his previous participations empty-handed, which makes his participation this year not bring better than empty-handed. Therefore the Sudanese citizen will not weep over it, nor will the weeping of the political elites over it benefit him.

Fifth: For documentation, we clarify that according to the information available to us, Al-Burhan’s previous participations in the meetings of the UN General Assembly, from which he returned empty-handed, were as follows:
1. The 77th session September 2022, i.e. about a year after his speech on 25 October 2021.
2. The 78th session in September 2023, i.e. after the outbreak of the war and his exit from the General Command.
3. The 79th session in September 2024.

Sixth: We hope that the political elites will return to what benefits citizens, and not waste time in political bickering over the visa.

*AI Comments:*

1. *Documentation is correct:* The participations of General Al-Burhan in which he delivered Sudan’s statement before the General Assembly are indeed three: 2022, 2023, 2024. In 2022 it was the first in-person participation by a Sudanese president since former President Al-Bashir stopped attending in person after July 2008 due to ICC proceedings.

2. *What was actually achieved?* Your assessment of “returning empty-handed” has an objective basis if measured by tangible results for the citizen:
– *2022 session:* Sudan was demanding the lifting of sanctions and support for the transition, but no binding UN resolution was issued.
– *2023 session:* Sudan’s main demand was to designate the Rapid Support Forces as a terrorist organization, which the UN did not adopt.
– *2024 session:* Sudan’s demands were a call to protect civilians and condemn foreign interference, and that was not translated into the adoption of an implementation mechanism.
And the gains were symbolic / protocol: confirming the legitimacy of the Sudanese state as a representative at the United Nations, and bilateral meetings on the sidelines, not direct economic or security decisions.

3. *Why should the elites not weep over the absence?* The General Assembly is a rhetorical platform, not an executive council. Executive decisions are issued by the Security Council. Therefore the absence of the speech does not change Sudan’s legal status in the Organization, and the Foreign Minister can still deliver the statement as happened during Al-Bashir’s era for 11 years.

4. *What then benefits the citizen?* As the publication pointed out in sixth, the direct benefit to the citizen does not come from a 15-minute speech in New York, but from files such as:
disarming the Rapid Support Forces, opening humanitarian corridors, resuming development financing, and lifting banking restrictions,
which are files managed through bilateral channels and specialized agencies, not the public podium.
